Las consultas independentistas desde la objetividad
Como pasa en muchos temas, se generan diferentes ópticas dependiendo de quién esté enfocando el objetivo. En relación a las consultas sobre la independencia de Catalunya, de nuevo se demuestra hasta que punto hay dos longitudes de onda en este país. Y aunque se deben respetar todas las valoraciones, reflexiones y opiniones, los hechos son los hechos y mi intención es presentarlos de la manera más objetiva posible.
El qué: el proceso de consultas populares sobre la independencia se inició el 13 de setiembre de 2009, en el pueblo de Arenys deMunt y bajo la pregunta “¿Está de acuerdo en que la Nación catalana se convierta en un Estado de derecho, independiente, democrático y social, integrado en la Unión Europea?”. Y no, no había letra pequeña.
Los números: Desde entonces, se han producido cinco oleadas de consultas: el 13 de diciembre de 2009 (167municipios), el 28 de febrero de 2010 (80), el 25 de abril (211), el 20 de junio (48) y, finalmente, las de este pasado fin de semana, sumando 553. En total, han participado 885.993 ciudadanos de Catalunya. Los resultados acumulados ascienden a 885.000 votos (18% de participación): 92,3% a favor de la independencia, 5,5% en contra, 1,8% en blanco y 0,3% nulos.
Los votantes: Para poder valorar la cantidad de personas que votaron, siempre es bueno comparar.
En las anteriores elecciones que dieron la presidencia a Montilla el PSC obtuvo 796.000 votos
(89.000 menos que los catalanes que se han pronunciado sobre la independencia). La anterior consulta ciudadana en el que participaron los barceloneses, promovida por el Ayuntamiento y que versaba sobre
la planificación urbanística de la avenida Diagonal, participaron un 12,2% de los ciudadanos (la mitad de los que votaron en BCN el 10-A).
El coste y la organización: las consultas han costado cero euros a los bolsillos de los catalanes. La de la Diagonal supuso un coste 3,17 millones de euros para las arcas públicas. Las administraciones no han
formado parte de la organización, sino que se ha hecho a través de voluntarios, coordinados por la propia ciudadanía en cada municipio.
La ilegalidad: al no estar organizadas por ninguna administración pública, las consultas no requieren de un permiso ni atribución legal.
¿Es vinculante?: Salvo los refrendos constitucionales ninguna consulta lo es, como no lo fue en el caso del referéndum sobre la Unión Europea ni el de la OTAN.
Y a partir de estos datos, que cada cual opine.
